Devastated after Hurricane Katrina, New Orleans becomes a battleground for criminal robberies, murders, and thefts. Sergeant Terence McDonagh heroically saves a drowning prisoner and is subsequently promoted to the rank of lieutenant. Six months later, he initiates an investigation into the bloody murder of a five-member African immigrant family.
